What Will Liberal Obama Administration Do?

Cuba's possible readmission into the Organization of American States will dominate the group's meeting this week in Honduras. What will the liberal Barack Hussein Obama’s administration do?

Many Latin American countries are pushing to reverse the 1962 expulsion of communist Cuba from the block. This may put Secretary of State Hillary Clinton in an uncomfortable position. The liberal Obama administration's willingness to engage with Cuba will be tested at the session that Clinton plans to attend on Tuesday.



US officials say they are ready to support lifting the resolution that suspended Cuba from the 34 country group. They insist though on tying Cuba’s readmission to democratic reforms under a charter the organization adopted in 2001. Nicaragua, supported by Venezuela, Bolivia and others, want a more dramatic approach that would declare Cuba's expulsion an error and remove all legal hurdles to Cuba regaining its membership.

Diplomats at OAS headquarters have been trying to forge a compromise ahead of the meeting. Nicaragua has threatened to press for a vote on their proposal. This could put the US on the spot because although the 0AS generally operates by consensus, 23 countries is all that is needed for a resolution to pass. OAS sources believe the threshold of 23 countries can easily be met.

US officials have ruled out an end to the embargo on Cuba's return to the OAS until Cuba makes moves towards democratic pluralism, releases political prisoners and respects fundamental rights. State Department spokesman Ian Kelly said, "We would welcome the day when Cuba is able to join the OAS but ... It's really up to Cuba whether or not they join the OAS. They have to take certain concrete steps in order to meet democratic principles that define OAS membership."

Other members of the OAS, notably the leftist Presidents Nicaragua’s, Daniel Ortega, and Venezuela’s, Hugo Chavez, maintained that neither the United States nor the OAS can dictate what Cuba has to do to return.

Many countries in the OAS are now socialist. Liberal Obama each day is attempting to make America a socialist country. How can liberal Obama dictate that Cuba become more democratic as he makes America more socialist?
